The Norwegian People's Aid is performing different activities through the following projects:

• The capacity of grassroots right based NGOs working among Palestinian refugees and those working in the Lebanese liberated areas enhanced.
• Refugees empowered and mobilized to advocate and lobby for their rights.
• Palestinian refugees and underprivileged Lebanese provided with emergency aid and basic services as a vehicle for empowerment and mobilization.
Brief description of the project:
The NPA office in Lebanon coordinates all activities of NPA in Lebanon.  It supervises and monitors the implementation of NPA operational projects as well as those implemented by partners.  It carries out all personnel matters related to NPA local employees besides carrying out all financial and administrative procedures.  NPA office plays a crucial role in advocacy and lobbying for the rights of refugees and other marginalized Lebanese groups: Landmine victims, disabled, etc.  NPA office works continuously to upgrade the capacity and competence of its partner NGOs through its organizational development project.
NPA is active in networking among various partners.

2- Name of Project:Organizational Development
Planned project period:1 year (2005)

Target group:Palestinian and Lebanese partner NGOs
Beneficiaries:14 NGOs and networks
Long term Development Objective:
Increased empowerment of local disadvantaged communities, especially the Palestinian communities, so as to increase their participation in developing a society that secures their rights.

Immediate Development Objective:
Increased capacities and performance of partner organizations resulting in improved problem solving and renewal processes particularly through a more effective and collaborative diagnosis that will ultimately lead to social and economic change.

Brief Description of project:
This project involves upgrading the competence and capacity of local NGOs in order to improve the quality of their activities in servicing their target groups. This is achieved by training partners in various financial, administrative and specialized fields.  In addition the upgrading involves supplying partners with the necessary equipment especially computer hardware and software.

3- Name of project: The Right of disabled to participate and to freedom of Expression  and information:

Disability Program

Planned project period: 1 year (2005)

Implemented by: Norwegian People’s Aid

Project location: All Lebanon including Beirut and Sidon

Start date of project support: 1983

Target group:
• Disabled Palestinian refugees that are estimated to be 3430 persons
• Disabled Lebanese estimated to be 51000 disabled
• Around 25 Palestinian and Lebanese NGOs
• One regional network.
Direct beneficiaries:
• 6000 disabled Palestinian refugees and disadvantaged Lebanese disabled persons.
• Members Palestinian Disability Forum ( 17 NGOs)
• 6 Lebanese NGOs
• 1 Arab regional network: Arab Organization for Disabled persons
Long term development objectives:
Marginalized disabled Palestinian refugees in Lebanon empowered to access relevant information express themselves and participate and lobby for their rights.

Immediate development objectives:
Palestinian right–based, grassroots, and community oriented organization, groups and individuals strengthened their capacity and are mobilized to create awareness and civil education on the rights of disabled.

Brief description of the project:
NPA has been offering relief and aid to the war injuries since 1983.  The services offered have been a vehicle for empowerment and mobilization. This lead to the mobilization of Palestinian disabled and NGO active in the field of disability to form the Palestinian Disability Forum which has been the main cooperating partner of NPA.  So, this project is shifting from pure service provision into raising awareness on rights, advocacy for the rights of disabled, networking and capacity building. In this project, NPA supports PDF in needs assessment, in conducting awareness campaigns on rights, campaigns for demanding rights from UNRWA and the host government, networking with disabled Lebanese persons and their NGOs, and with disabled persons in Palestine.  NPA is trying to facilitate the relations between PDF and other disability networks as the local, regional and international levels.  Producing resources in Arabic on disability issue continues to be of vital importance.  Capacity building of partners working in the field of disability will always be a major element in the project.

4- Name of project: Landmine Victims Emergency Program in Lebanon

Planned project period: 1 year (2005)

Implemented by:
Local NGOs members of the National Mine Victim Assistance and National MRE Committees

Project location:
All areas affected by landmines in Lebanon mainly South, Bekaa and Mount Lebanon

Start date of project support:  2001


Target group:
• Landmine victims and their families
• Landmine affected communities
• At risk communities
• Partner NGOs active in awareness against dangers of landmines and those active in working with victims

Direct beneficiaries:
• 250000 persons in 75 landmine affected communities benefiting from Mine Risk Education (MRE) campaigns.
• 125 school teachers benefiting from MRE training.
• Landmine affected communities benefiting from MRE materials
• 150 mine victims benefiting from mobility devices, adaptation of private homes, micro-credit, etc.
• Landmine victims in general benefiting from adaptation of public places, availability of texts on the issue of disability in Arabic, psychosocial activities, etc…
• 15 NGOs working in landmine action.
Long-term development objective:
Increased participation, growth, and fair distribution of the natural resources experienced by landmine affected communities.

Immediate development objective:
Enhanced participation of concerned constituencies in developing plans and mechanisms to prevent injuries and reintegrate victims.

Brief description of the project:
The project will support victims in the following fields:
• Offering rehabilitation services
• Supplying mobility devices and technical aids
• Enhancing victims’ productivity and participation through offering micro-credit schemes
• Supporting psychosocial activities for victims
• Raising the awareness of victims on their rights and mobilizing them to lobby and advocate for those rights
• Supporting the gathering of data on victims in Lebanon
• Making texts on the issue of disability available in Arabic

The project will concentrate in the field of MRE on the following:
• Training of teachers in public and private schools in Beirut and Southern suburbs on MRE.
• Introducing MRE program in the national curricula of the schools
• Producing MRE material
• Conducting MRE campaigns in the North of Lebanon and Kisrwan area
• Evaluating previous MRE campaigns and trainings

Besides, this project will include the following:-
• Capacity building of its partners
• Networking at the national, regional and international levels among victims and local partners

5-Name of project: Human Right and Advocacy

Planned project period: 1 year (2005)

Implemented by: Norwegian People’s Aid

Project location: Beirut

Start date of project support:  2004

Target group:
Palestinian refugees residing in Lebanon estimated to be 394532 refugees as of December 31st, 2003 according to UNRWA.

Direct beneficiaries:
Palestinian refugees residing in 12 camps, displacement centers and unofficial gatherings in the South who are estimated by FAFO to be around 142,000 of the poorest and the most marginalized refugees.

Long term development objective:
Justice for Palestinian refugees in Lebanon achieved.

Immediate development objectives:
Human right situation for Palestinian refugees in Lebanon monitored, their rights advocated, their awareness on rights raised, and their networking with Palestinians in Palestine and elsewhere enhanced.

Brief description of the projects:
The situation of Palestinian refugees in Lebanon has been deteriorating. Consequently, NPA became very active in advocacy and lobbying for the rights of Palestinian refugees.  Through this project, NPA tries to mobilize Palestinian NGOs members of the Coordination Forum of NGOs Working Among the Palestinian Community in Lebanon to advocate and lobby for their national as well as civil rights.
NPA will cooperate and coordinate with Palestinian human right organizations such as the Palestinian Human Rights Organization (PHRO), 194 Group, and Aidun Group.
NPA will try to support the formulation and production of information material for the awareness raising campaigns on rights; will support campaigns on the various rights of Palestinian refugees, and will try to network among all actors.

6- Name of Project: Young people and their right to participate:
Youth empowerment program

Planned project period: 1 year (2005)

Implemented by:
Norwegian People’s Aid (NPA) and four partners namely
1. The National Association for Vocational Training and Social Services (NAVTSS).
2. The National Association of Medical Social Care and Vocational Training (NAMSCVT).
3. The National Institution of Social Care and Vocational Training (NISCVT).
4. Palestinian Students Fund (PSF)
Project Location:
All areas in Lebanon including Beirut, Sidon, and Bekaa Valley.

Start date of project support:
• The operational part of the project was initiated in 1984.
• NAVTSS project support was initiated in 1998.
• NAMSVT project support was initiated in 1997.
• NISCVT project support was initiated in 2004 (this project replaced the child’s right project. This was a move towards the new NPA strategy).
• PSF part of the project was initiated in1998
Target group:
Unprivileged male and female Palestinian refugee youth aged between 15 and 25 years residing in Lebanon.

Direct Beneficiaries:
Around 1110 male and female youth benefit from NPA’s partners’ youth projects, in addition to 200 youth who benefit from NPA’s operational youth project.

Brief Description:
This project is a combination of 5 previously separate supported projects related to the same theme. For 2005, it is decided to combine all projects in order to maximize impact and in order to satisfy the new accounting system. This project includes formal education as well as informal education and recreational activities.
The formal education involves vocational training and university loans.  Formal education is necessary in order to enhance the productivity of Palestinian refugee youth.
The informal education includes awareness raising of youth on their rights, on human rights of Palestinian refugees, and on health issues. Informal education includes also training of youth in order to obtain additional skills that enhance their participation in their communities such as: Training on advocacy techniques, conflict resolution, leadership, writing skills, democracy ….etc.
Recreational activities include sports, theatre, music, movie club, dialogue and debates, summer camps, folklore, dancing, trips,…etc.

7- Name of Project:  Women’s Rights:  Violence Against Women

Planned project period: 1 Year (2005)

Implemented by: NPA’s partner Association Najdeh (AN).

Project Location: Ten camps in various areas in Lebanon.

Start date of project support: 2005

Target group:
Palestinian refugee women of 10 camps and their surroundings.

Direct beneficiaries:
- Around 5000 women residing in Palestinian refugee camps and their surroundings given access to domestic violence counseling services as well as to training & awareness raising workshops.
- 150 domestic violence cases referred to counseling centers and 50 cases referred to lawyers, psychologists and doctors for medical assistance and care.

Long term Objective:
Palestinian refugee women in Lebanon empowered to participate in society and advocate for their rights without being subjected to violence.

Immediate Development Objective:
The incidence of domestic violence among the Palestinian refugees in Lebanon decreased.

Brief Description:
Association Najdeh is an organization run by women for women. It has increased its work on domestic violence since 1997 upon the request of its beneficiaries.
In 1999, and after conducting a domestic violence prevalence survey, Najdeh decided to develop a program to address the significant problem of domestic violence among Palestinian refugees in Lebanon.
In July 2000, the Women's Commission and Najdeh's social affairs section were awarded a three year grant to implement the Domestic Violence Program for Palestinian Refugees in Lebanon.

In 2005, and with NPA’s support, the project plans to:
? Enhance women access to trained domestic violence counselors.
? Refer domestic violence cases to legal, psychological and medical assistance.
? Increase international and local community awareness on domestic violence.
? Train staff on domestic violence and Code of Conduct.

8- Name of Project: Right of Children to participate and freedom of expression and information: Children Empowerment Program.

Planned project period: 1 year ( 2005)

Project Location:  Burj El-Barajneh and Nahr El-Bared camps

Start date of project support:
• GKCF project support was initiated in 1999
• AN project support was initiated in 1995
Target group:
Palestinian refugee Children within age bracket 3-16 years residing in Nahr El-Bared and Burj El-Barajneh camps.


Beneficiaries:
210 children aged between 3 and 16 years residing in Nahr El-Bared and Burj
El-Barajneh camps.

Long term Development Objective:
Palestinian refugee Children in Lebanon developed into active and resourceful participating youth.

Immediate Development Objective:
Palestinian refugee Children in Burj El-Barajneh and Nahr El-Bared camps provided with equal opportunities to access their right to participate and to relevant information.
Brief Description of project:
This project offers pre-school education to children between 3 and 6 years in Burj El-Barajneh and Nahr El-Bared camps in addition to recreational activities and summer camps for children between 7 and 16 years.  This project concentrates on rights of the children.  It involves education of children and their parents on child’s rights in accordance with the International Convention on the Rights of the Child.  This project will continue to monitor the violations of the convention by the Lebanese government and UNRWA.  This is done by supporting the preparation and publication of an NGO parallel report prepared by the child right committee corresponding to the Coordination Forum of NGOs Working among the Palestinian Community in Lebanon.  NPA also will facilitate contact with the NGO committee in Geneva in order to arrange for the presentation of the report.  This is part of NPA’s advocacy role related to the right of the Palestinian refugee children.  This is in line with NPA’s new strategy where it presents itself as a right based organization.

9- Name of Project: Humanitarian Aid: Assistance of Palestinian refugees in the field of Health and Environment

Planned project period: 1 Year (2005)

Implemented by:
NPA’s partners namely:
• The Popular Aid for Relief and Development (PARD).
• Health Care Society (HCS)
Project Location:
All Lebanon including Shatila Camp, the displacement centers in Beirut and the unregistered camps in the south.

Start date of project support:
• Public health and environment project was initiated in 1983.
• PARD project support for mother and child project was initiated in 1996.
• HCS project support for hardship medical cases was initiated in 1997.

Target group:
Unprivileged Palestinian refugees who are in need of health and environmental services.


Direct beneficiaries:
• 650 Palestinian refugees benefit from medical support for hospitalization.
• 150 Palestinian refugees who suffer from chronic diseases benefit from monthly medical support.
• Palestinian refugees residing in the four displacement centers in Beirut, those residing in Shatila Camp, and those residing in unofficial unregistered camps in the south benefit from environmental services offered by PARD.
• 15000 refugees benefit from the mother and child services offered by PARD through the dispensaries in Beirut, the south, and Mount Lebanon.

Long term Objective:
Palestinian refugees in Lebanon provided with humanitarian aid to improve their health and environmental conditions.

Immediate Development Objective:
Environmental and health conditions of unprivileged families residing in Shatila camp, displacement centers, and unofficial gatherings enhanced, and access to satisfactory hospitalization and medial treatment for poor Palestinian refugees in Lebanon improved.

Brief Description:
In 2005, three projects in the field of health and environment were combined in one project.
1- The first part of this project is implemented by the partner entitled Health Care Society (HCS).  It supports hardship Palestinian refugees with needed hospitalization and supplies chronic cases with monthly medical support.
2- The second part of the project gives necessary medical care to mothers and children.  It is implemented by The Popular Aid for Relief and Development (PARD). PARD supplies pregnant women with the necessary medical care.  It offers pre and post natal care.  It supplies women with information in order to raise their awareness about issues related to their health and to the health of their children.  It offers all services related to prevention. 
3- A third part of this project is implemented by PARD who offers environmental services such as collecting solid waste, emptying sanitary pits, spraying insecticides, chlorinating water and checking potable water.
